Christine “Christy” Blakney

Christine Blakney has over 15 years of higher education experience, at the director-level, serving in student business service and finance-oriented, positions at a four-year public research institution and associated health sciences center. As one of Financial Aid Services’ (FAS) independent consultants for Student Business Services (SBS), she may be engaged to offer consulting services to bursar/student account offices to assess and enhance business processes, address compliance issues and enhance customer service, among other concerns.
Her experience includes serving as managing director of student business services at Texas Tech University. Prior to this, she was the director of accounting services at Texas Tech Health Sciences Center.
Christy is experienced with Ellucian Banner, TouchNet, Oracle SQL, SharePoint, Microsoft Teams, and several institutionally developed software applications allowing optimal use of the provided ERP functionality.
Christy has served as chair of the National Association of College and University Business Officers (NACUBO) Student Financial Services (SFS) council (2017-18) and continues to serve as a council member. In Texas, she has served as past president and is currently vice chair of the Texas Association of State Senior College & University Business Officers (TASSCUBO) Student Financial Services (SFS) committee (2014-2017),and is a past president and vice-president of Texas Bursars for Universities and Colleges (BUC$) (2013-2015). She has served as a higher education negotiator on several state of Texas negotiated rulemaking committees. As an Ellucian Banner user, she has served on the Ellucian Customer Advisory Board, as well as the Ellucian Banner 1098T Development Partner Group. A certified public accountant (CPA), she has been a member of the American Institute of Certified Public Accountants (AICPA) for 25 years, Texas Society of Certified Public Accountants (TSCPA) for 15 years, and West Texas Women’s CPA for 10 years, serving as the scholarship committee chair twice.
She has made presentations at national and student financial services conferences for NACUBO, Ellucian, Texas BUC$, and Texas Association of Collegiate Veteran Program Officials (TACVPO) over the years. In addition, she has authored and contributed to numerous publications including NACUBO Business Officer, EvoLLLution Online that promotes non-traditional and life-long learning, and University Business.
Christy received from Texas Tech University her bachelor’s degree in business administration and a Master of Science in Accounting. She is a licensed Certified Public Accountant (CPA).
